Mission Statement:

The Town of Elsmere’s Finance Department’s mission is to ensure that all resources of the Town are managed and accounted for in an effective manner, in conformity with generally accepted accounting principles and in compliance with all Local, State and Federal laws.

To insure that all financial and property tax records are presented in a timely, accurate and meaningful format, and that all staff members work toward continuous improvement and professional service. To provide the Mayor and Town Council with financial information in a timely and meaningful basis and to provide quality service to the residents; and to safeguard the Town’s assets.

Finance Department:

The Finance Department manages all of the financial, accounting, cash management services for the Administration of the Town, as well as tax billings. Additionally, the department prepares reports, financial statements and assists the Town Manager in the development and implementation of the annual budget.

Property Taxes:

Property taxes for the Town of Elsmere are billed annually and are normally mailed out by the middle of July. Payment is due in full by September 30th of that year in order to avoid any penalties. Failure to pay the taxes by the due date will be subject to a six percent (6%) penalty, as of October 1st, and the addition of a one percent (1%) interest for each month thereafter, until the full amount has been paid. There is also an additional tax credit available, the application is available on the Home page of the Town’s website, under the “Forms” tab listed under Finance & Taxes.

The Town will consider requests for a payment plan for certain circumstances, which stops additional interest and penalty from accruing.
